The Full Council consists of
all 38 Councillors elected every 4 years; Full Council meetings are
chaired by the Chair of the Council, who is appointed each year at
the Annual Council meeting.
All Councillors meet together
as the Council on five scheduled times a year. The meetings are usually held in the Council
Chamber, Town Hall, Bexhill-on-Sea and are normally open to the
public. Here Councillors decide the Council’s overall
policies and set the budget each year. At the first Annual Council
meeting after the District elections, the Council appoints the
Leader of the Council to serve for a term of 4 years. The Leader appoints a Deputy Leader and Members to
the Executive (Cabinet) on an annual basis. The Council also agrees
the composition of all other committees and appoints the Members
thereto at the Annual Meeting.
The Council holds to account
the Executive and other Committees of the Council. Periods of up to 30 minutes are allowed for both
members of the public and Members of the Council to ask questions
of the Executive (Cabinet). Members of the public may submit a
question in writing or by email to the Chief Executive no later
than 5 clear working days before the day of the meeting, to each
Council meeting, except for the Annual Council meeting held in May
each year. Each question must give the name and address of the
questioner. At any one meeting no person may submit more than one
question and no more than one such question may be asked on behalf
of one organisation.
